What each role can do

Product manager
Never ship a motion-only feature.
Designer
Provide an on-screen control for every shake, tilt or gesture feature.
Developer
Add a button alternative and a setting to turn off motion activation.
Tester
Complete every motion-triggered task with the device held still, and confirm motion can be disabled.
